A Decade in the Making

How the country's largest employment law firm turned its expertise into software every HR team can use.

In 2015, Littler's attorneys recognized a gap they saw play out in matters every day: the depth of employment law expertise inside the firm had no practical path to the HR professionals and in-house counsel who needed it in real time. With limited budget for outside counsel spend,employers were left relying on inconsistent guidance and fragmented research, exposing them to compliance risk on decisions they had to make routinely

The answer was to build something new. On February 2, 2015, Littler launched ComplianceHR, starting with Navigator Independent Contractor, a self-service tool for determining contractor classification status. By 2016, the Navigator Suite had been named a Top 10 HR Product by Human Resource Executive®.

What started as a single classification tool grew into a full compliance platform. Over the next decade, ComplianceHR expanded across the full employee lifecycle, adding overtime classification, 50-state employee handbooks, state-specific employment documents, and multi-jurisdictional legal research. Each release answered the same question the firm started with: how do we get expert employment law guidance into the hands of the people making the decision, in the moment they need it?

In May 2025, Littler completed its full acquisition of ComplianceHR and became its sole owner. The platform draws directly and continuously from the firm's legal intelligence across every federal, state, and local jurisdiction in the country.

Ten years after launch, more than 16,000 U.S.-based organizations rely on ComplianceHR to manage employment law. The mission hasn't changed since day one: deliver expert employment law guidance that's accessible, actionable, and defensible to every organization that needs ​​​​it.

Our software’s employment law guidance is never derived from secondary sources or licensed from third-party legal data providers. When employment law changes, updates come from Littler's knowledge management team, drawing directly on the firm's practicing attorneys, not from a monitoring alert that triggers a delayed review cycle.

Practicing attorneys write the content.

The attorneys who author ComplianceHR’s guidance aren’t consultants or reviewers brought in to vet a content library. They’re in-house experts who actively litigate employment cases. They are personally responsible for tracking regulatory change in the states where those cases originate and for advising their clients on the exact questions that the platform answers for its users.

Classifications are built on case law.

ComplianceHR draws from a proprietary engine of more than 10,000 reported court decisions, Department of Labor opinion letters, and regulatory updates. These are more than mere benchmarks or regulatory summaries. They are the body of case law that determines how classification decisions are made and challenged in court. Because the people responsible for authoring it are the attorneys who litigate these cases, the platform’s guidance always reflects their outcomes.
